Health Cabinet Secretary Aden Duale has backed President William Ruto’s firm stance on the e-procurement proposals, insisting the electronic system of transacting with the government will seal all the corruption loopholes in doing business with the state.

Taking to X on Friday, September 12, 2025, Duale reacted to President Ruto’s renewed push for the implementation of e-procurement over the manual procurement system.

”The government loses up to 40 per cent of resources in the procurement of public services due to corruption and pilferage. To put an end to this misappropriation and embezzlement of funds, we are firmly committed to adopting e-procurement with no turning back.” Duale said.

The Health CS, whose docket has been rocked with fraud surrounding the Social Health Authority (SHA), also added that e-procurement will enable citizens to know how their tax is being utilised.

”This digital shift will seal loopholes while fostering transparency and accountability in the use of public resources. Kenyans have a right to know how their taxes are spent, and embracing e-procurement will ensure every transaction is open and traceable for public auditing.”

Ruto’s firm stance on e-procurement

Speaking in Nairobi on Thursday, September 11, 2025, during the cheque handover to the Kenya Tea Development Agency (KTDA), President William Ruto said that there is no point in fighting e-procurement when it is meant to protect public funds from wastage.

Ruto, in addition, stated that he has a unique leadership style, which is why he must transform the country.

”Procurement of public services, we lose up to 40 per cent of public money, that is why we have said we are going to e-procurement, so that it becomes transparent. Where is the problem if the public knows how much you have procured? Why does it have to be in the dark? All we are saying is that if you are doing transactions with the government, let it be public.” Ruto said.

Earlier on, the Council of Governors opposed the e-procurement system, maintaining that it would slow down development at the grassroots and derail devolution.

Meanwhile, Ruto also met with the Gusii political leadership at State House, Nairobi, on Thursday, rolling out transformative investments: 15,000 affordable housing units worth KSh30 billion, KSh2.5 billion in modern tertiary student hostels, and four state-of-the-art markets valued at KSh2.4 billion in Kisii County.

In Nyamira, Ruto pledged projects worth over Ksh16 billion: 7,000 housing units, student hostels, and three modern markets that will anchor trade and economic growth.
