Duale announces fresh measures aimed at curbing malpractice

Health Cabinet Secretary (CS) Aden Duale has announced a raft of measures aimed at reforming the country’s healthcare sector. 

Speaking during a meeting with the leadership of the Clinical Officers Council (COC) on Wednesday, April 23, 2025, the CS accompanied by Chairperson Samuel Kang’ethe listed several regulatory measures aimed at enforcing quality healthcare to citizens. 

As part of the measures to safeguard the country’s healthcare, Duale called for the full digitization of COC systems in alignment with the ministry’s Digital Health Strategy and Digital Health Agency. 

This, according to the CS, will facilitate real-time oversight and eliminate malpractice. 

“To reinforce accountability, the CS instructed the Council to undertake a comprehensive re-inspection of all licensed health facilities and submit detailed reports to the Ministry. 

“He also called for the full digitization of COC systems in alignment with the Ministry’s Digital Health Strategy and the Digital Health Agency, to facilitate real-time oversight and eliminate malpractice,” a statement from the Ministry of Health reads in parts.

Duale also emphasized the council’s obligation to uphold integrity, evidence-based regulation and transparency in the licensing process as well as oversight of clinical officers and facilities. 

“Do not license any clinical officer trained in an institution that has not been duly merited, inspected, and audited by the Council,” Duale said reiterating that safeguarding the standards of training and professional practice is paramount to ensuring the health and safety of the public.

Further, the CS assured the council of the ministry’s support in enforcing policy reforms and ensuring the successful rollout of the Taifa Care Model. 

Also present at the meeting was Public Health Principal Secretary (PS) Mary Muthoni, Director General for Health Patrick Amoth, and Acting CEO of the Digital Health Agency Anthony Lenaiyara.

The latest comes just a day after Duale warned of dire consequences for accrediting and licensing non-compliant medical facilities in the country. 

The CS who was speaking during his maiden visit to the KMPDC offices in Nairobi, emphasized that the ministry will not tolerate such cases of malpractice as usual. 

His warning came amid a probe into a suspected case of organ transplanting the country.
