DCI vows prompt action to dismantle SHA fraud

Directorate of Criminal Investigations boss Mohammed Amin has pledged to support the government’s ongoing campaign involving the fraudulent payments of money to healthcare facilities across the country.

Speaking at a press conference alongside Health CS Aden Duale on Monday, September 1, 2025, Amin stated that healthcare remains critical as part of national security

“We have received 1,188 files from the ministry for investigations. Our agency will investigate promptly and without favouring those implicated in wrongdoing. We value the importance of healthcare and its role in national security. We want to assure the country that this exercise will be taken seriously.

Sparing no one

Amin has further warned that the agency’s crackdown on the people and facilities involved in wrongdoing will not spare anybody.

“We will investigate matters promptly and ensure all perpetrators, regardless of their social status and political persuasion, are identified and prosecuted,” he stated. “We are also bringing on board other law enforcement agencies to ensure we identify all proceeds and instrumentalities of the crimes so that we institute necessary criminal proceedings,” he added.

His sentiment came after Duale confirmed that up to 1888 files had left his ministry and were now under the custody of the DCI for investigations.

“The IG is here, and his deputy. I am handing over the files to them. They have left SHA, and it’s now in the custody of the police. I promised I would hand over the files. They are now with them,” he stated.

“The submission to DCI marks a critical next step in our fight against healthcare fraud. We have established a multi-agency investigation team with officers from DCI, SHA, KMPDC, and the digital health agency. They will ensure that whether they are facility owners, doctors or patients, they will face the force of the law,” he added

Duale followed up with a stern warning to facilities and individuals engaged in healthcare fraud, warning them of dire consequences.

Any facility, doctor, or patient involved in fraud is now under the jurisdiction of the criminal justice system present here today,” he stated.

The new realm of investigations comes amid mounting pressure on Duale to tender his resignation. Critics are demanding accountability over reports that ghost hospitals were paid millions of shillings under the SHA.
