CJ Koome praises Judiciary’s efforts as courts surpass case clearance record
By Kiprono Keileb, November 21, 2025Chief Justice Martha Koome has outlined a year of historic progress for Kenya’s justice system, placing the Judiciary’s performance, digital transformation, and expanding access to justice at the centre of this year’s State of the Judiciary and the Administration of Justice Report (SOJAR) 2024/2025.
In her statement shared on X on Friday, November 21, 2025, Koome said the Judiciary had reached a milestone that reflects years of institutional reforms and growing public demand for a more efficient system. She noted that the report demonstrates the country’s strongest case clearance performance yet. “We launched the State of the Judiciary and the Administration of Justice Report (SOJAR) 2024/2025, a milestone that reaffirms our commitment to transparency, accountability, and people-centred justice,” she said.

At the heart of the report is a performance record that has never been reached before. Koome explained that the courts resolved more cases than they received within the year. “The Report showcases significant progress across the institution, including a historic Case Clearance Rate of 104%, which saw 647,686 cases resolved against 621,425 filed,” she stated.
She added that backlogs, cases that have stayed in the system for more than a year, had dropped sharply. “We also recorded significant progress in the reduction of case backlogs, with a 30% reduction in backlog,” she said.
Koome further highlighted how expanding access to justice has remained a priority, especially for communities far from major towns. She pointed to new court stations and mobile courts that have taken services closer to people

“We continued expanding access to justice by operationalising new High Court stations in Isiolo and Makadara, a new Court of Appeal sub-registry in Garissa, six additional Magistrates Courts, and three new Small Claims Courts,” she said, adding that the investments, alongside 59 active mobile courts, have brought justice closer to communities across the country.
She also spoke about efforts to shift more court processes to digital platforms. “Our digital transformation agenda also made major strides, with expanded Case Tracking System coverage, deployment of AI-enabled transcription, and digital infrastructure now supporting 177 court stations,” she said. The Judiciary Mobile App, she added, now provides Kenyans with real-time access to information and services.

Koome said the publication of an additional guide would help the public better understand the reforms underway. “In addition to SOJAR, we unveiled the STAJ Blueprint Simple Guide, a user-friendly tool that explains the Judiciary’s transformation agenda,” she said.
She closed by recognising the people driving the reforms. “These achievements reflect the dedication of our Judges, Judicial Officers, staff, and partners, as we continue building a Judiciary that is transparent, efficient, accessible, and accountable to the people of Kenya,” the statement read.
