City MCAs summon Badi, former Uhuru aide
The Nairobi County Assembly has summoned Director-General of defunct Nairobi Metropolitan Service (NMS) Lieutenant-General Mohammed Badi and former top State House officials.
This is in connection to the ongoing investigations into revenue collection.
According to a letter by Clerk Nairobi County Assembly Edward Gichana, the MCAs have summoned Badi, Former Comptroller of State House Kinuthia Mbugua, Former Head of Treasury at the NMS Constance Mwaikamba, and Major John Njoroge who was seconded to NMS.
The four will be required to clarify the nature, ownership and operations of the controversial Nairobi Revenue System.
They will also be required to shed more light on the agreement NMS had with Kenya Revenue Authority (KRA) on revenue collection.
“The committee resolved to invite you to the meeting to enable you to clarify whether NMS received an up-to-date reconciliation of all revenues collected through NRS and if yes, whether you could share the same with the committee,” reads the letter.
The committee is also seeking to know who was authorized to access the system during NMS period in office.
The summons come after it emerged (KRA) is still in charge of taxes despite the expiry of the Deed of Transfer of Nairobi Metropolitan Service (NMS).
Submissions of an ad-hoc committee investigating the matter at City-Hall indicate that the tax authority still controls two revenue collection accounts and one pay-bill account opened in 2020.
These accounts are held in the Co-operative Bank and Equity Bank in the name of the Nairobi City County Government.
KRA Chief Manager Finance Hannington Ogare said City Hall revenue is collected into two bank accounts opened by the KRA.
