Anthony Muchiri hands over PSC exit report to President Ruto
The immediate former Public Service Commission (PSC) Chairperson, Ambassador Anthony Muchiri, handed over his exit report to President William Ruto on Tuesday, January 20, 2026, marking the conclusion of his tenure at the Commission.
The handover took place at State House, Nairobi, during a meeting where the president hosted newly appointed ambassadors and high commissioners.
Muchiri, whohas been appointed Kenya’s ambassador to the Republic of Türkiye, was among the officials in attendance. His exit report highlights his tenure at the helm of the Commission, outlining key achievements, lessons learned, and recommendations to guide the public service and his successor.
“Muchiri is expected to assume his new role in Ankara, where Kenya has been expanding its diplomatic footprint and pursuing new economic partnerships with Türkiye in manufacturing, textiles, infrastructure, defence cooperation, agriculture, and education exchanges,” PSC stated.
Appointed PSC chairperson in December 2021, Muchiri’s four-year tenure saw significant reforms. He oversaw the rollout and operationalisation of key human resource instruments, improved internship programmes, strengthened strategic talent pipelines for government, and enhanced vetting and compliance mechanisms on qualifications and ethics.
He also championed the digitisation of recruitment and promotion processes, promoted values and principles of public service, expanded multi-agency collaborations on performance management, and strengthened relations with County Public Service Boards.

Leadership legacy
During a farewell luncheon at the Kenya School of Government in Lower Kabete on December 8, 2025, PSC Vice Chairperson Mary Kimonye described Muchiri’s departure as a great loss to the Commission and a big win for the nation. She highlighted his continental contribution, noting his election as President of the Association of African Public Service Commissions (AAPSCOMS).
Kimonye praised Muchiri as a calm and unifying leader whose influence extended beyond Kenya to the wider African public service sector.
“Today is a day of mixed emotions. We feel pride in your accomplishments and joy in your new journey, but also sadness in parting with a leader who has left an indelible mark on us. Above all, we feel deep, sincere gratitude,” she said.
Muchiri, in his remarks, urged the Commission to remain focused on its constitutional mandate. He reflected on the reforms implemented during his tenure and expressed confidence in the stability and leadership of the PSC.
“PSC is a consequential institution that has direct impact on every civil servant and citizen by extension. We must remain focused, resolute, and determined to serve our country,” he said.
