African Union condemns Israel’s recognition of Somaliland

The African Union (AU) has strongly condemned the recent recognition of Somaliland as an independent state.

The AU’s Peace and Security Council (PSC) discussed the matter during its 1324th ministerial meeting on January 6, 2026, focusing on the need to protect Somalia’s sovereignty, territorial integrity, and stability.

The council expressed serious concern over Israel’s unilateral move, describing it as a threat to Somalia’s unity. Ministers said the recognition contradicts international law and AU principles. The PSC called on Israel to revoke its recognition immediately.

“Strongly condemns and rejects the unilateral recognition of the ‘so-called Republic of Somaliland’ by Israel in the strongest terms and calls for its immediate revocation,” the communique reads.

In its statement, the council highlighted the importance of adhering to the AU Constitutive Act, the PSC Protocol, and the UN Charter. Ministers also recalled the 1964 Organisation of African Unity (OAU) resolution that reaffirmed the inviolability of borders inherited at independence.

They said no foreign country has the authority to change the borders of an AU member. Any attempt to do so, the council stated, has no legal effect and risks widespread instability across the continent.

The PSC warned that recognising Somaliland could undermine peace and security in the Horn of Africa. Ministers said the move could complicate regional efforts to fight groups such as Al Shabaab. They urged all AU members and international partners to reject actions that threaten Somalia’s territorial integrity.

Ministers welcomed the statement by AU Commission Chairperson Mahmoud Ali Youssouf on December 26, 2025. Youssouf rejected any recognition of Somaliland, stating that such actions violate AU and UN principles, set a dangerous precedent, and undermine continental peace and the goals of Agenda 2063.

Somalia dialogue and security

The council also praised Somalia’s federal government for its ongoing work in state-building. Ministers encouraged continued dialogue between the federal government and its member states, describing internal talks as the only legitimate way to resolve differences.

They called on the AU Commission, in collaboration with the Intergovernmental Authority on Development (IGAD) and the East African Community (EAC), to facilitate inclusive political discussions.

The PSC stressed the need to prioritise resources on fighting Al Shabaab and consolidating security gains. Ministers made it clear that maintaining peace and stability in Somalia and the wider Horn of Africa is crucial for the continent.
