Who is David Kipsang Keter? Inside the political journey of Emurua Dikirr MP-elect under UDA
David Kipsang Keter, popularly known as ‘Dollarline’, has been elected the new Member of Parliament for Emurua Dikirr Constituency, having won the hotly contested Emurua Dikirr by-election, which was called by the Independent Electoral and Boundaries Commission (IEBC) on Thursday, May 14, 2026.
The mini-poll was won by the United Democratic Alliance (UDA) contender, who got 18,266 votes compared to 10,760 votes for his closest contender, Vincent Kibet Rotich from the Democracy for Citizens Party (DCP).
Others who campaigned trailed far behind, with Gideon Koech of NVP picking up 190 votes, Desma Cherono of PNU with 80 votes and Kiprono Rotich of RLP with 62 votes. The IEBC recorded 66.6 per cent voter turnout with 29,538 voters who cast their votes in 94 polling stations in the constituency.

Emurua Dikirr, the parliamentary seat of a late UDA party member, Johana Ng’eno, who died in a helicopter crash earlier this year, has been left vacant, sparking a politically charged by-election that was seen as a key battle between the ruling UDA party of President William Ruto and rising opposition led by the former deputy president, Rigathi Gachagua, under the Democracy for the Citizens Party (DCP).
Born in the Chelemei area of Kapsasian Ward in 1970, Keter has established himself as a businessman, commercial farmer and grassroots political mobiliser over the years. The ‘Dollarline’ name was given to him due to his lucrative petroleum distribution venture in Bomet, Narok, Kericho, Nakuru and Nairobi. He has other interests outside of business that include large-scale livestock farming of Dorper sheep and Sahiwal cattle.
Dollarline’s political journey
Keter’s political career began in 2007 when he became one of the key strategists and mobilisers for the late Johana Ng’eno in the Kilgoris parliamentary elections. Ng’eno lost that election, but Keter gradually became an influential political organiser in the politics of Narok.
Keter has been a strong candidate for the parliamentary seat of Emurua Dikirr since the constituency was created in 2013. He ran for office in the 2013, 2017 and 2022 general elections but lost all three times to the late Johana Ng’eno.

He started to pay back in 2026 when he finally got the UDA nomination after a close contest with Bernard Kipkoech Ng’eno, who was a former aide to the late MP.
Keter received more than 13,700 votes in the UDA nominations, beating his closest contender in one of the nation’s most competitive nomination contests. His win marked his becoming a favourite choice of the ruling party for the upcoming by-election.
In the campaigns, Keter portrayed himself as a development-minded leader who supports improving the road network, education, youth employment, and agricultural transformation. He garnered a lot of support from the grassroots in Kapsasian, Mogondo, Ilkerin and Ololmasani wards.
Keter’s win is viewed as a political victory for the UDA in Narok County as well as a personal victory, coming after several years of failed campaigns for the county assembly.
