Wanga disputes claims of zero development expenses
Homa Bay Governor Gladys Wanga has refuted claims in the released report by the Controller of Budgets regarding Homa Bay county’s expenditure indicating zero expenditure on development.
The report indicated zero expenditure on development in the first quarter of the 2023/24 financial year.
Wanga yesterday said the report does not accurately reflect the County’s activities and financial management during that period. We would like to clarify and set the record straight.
“During the first quarter of the financial year, Homa Bay County made significant progress in various development projects and initiatives focused on improving infrastructure, healthcare, education, and other key sectors,” said Wanga.
Wanga yesterday listed development achievements done during the period including the completion of the Raila Odinga Stadium in Homa Bay, construction of the Outpatient Department at the County Referral Hospital, and maternity unit at the Rachuonyo District Hospital, Magina Health Centre, Miniambo, among other hospitals.
She explained that the disbursements from the National Treasury have been irregular, with capitation for July only available for use at the end of August and the August capitation not arriving until October 2023, outside of the first quarter.
According to the Controller of Budget’s report, the 47 counties spent Sh60.3 billion on salaries and allowances and a paltry Sh6.9 billion on development, representing 3.7 per cent of the total allocation.
Controller of Budget Margaret Nyakang’o said counties sunk billions of shillings in non-priority projects such as large sums on sitting allowances for MCAs, domestic and foreign travel, car loans and mortgages and landscaping and beautification of buildings.
