UDA candidates declared elected as 2 Rift Valley wards go uncontested
By Ascah Mwango, November 1, 2025The United Democratic Alliance (UDA) has secured early victories in two wards ahead of the November 27, 2025, by-elections after the Independent Electoral and Boundaries Commission (IEBC) declared them uncontested.
In Gazette Notice No. 15732 dated October 29, 2025, the IEBC announced that the Tembelio Ward in Uasin Gishu County and the Metkei Ward in Elgeyo Marakwet County will not hold competitive elections after only UDA candidates were validly nominated.
According to the notice, Reuben Kigen Tobosei was declared the duly elected Member of County Assembly (MCA) for Tembelio Ward in Moiben Constituency. In contrast, Philip Kipkosgei Kiprutto was declared the MCA for Metkei Ward in Keiyo South Constituency.
The declaration was made under the powers granted to the Commission by Articles 88 (4) and 177 (1) (a) of the Constitution, alongside relevant sections of the Elections Act and the Elections (General) Regulations, 2012.
IEBC Chairperson Erastus Edung Ethekon said the declaration was made in line with the law, following due process after confirming that no other candidates had been cleared to contest in the two wards.
“In exercise of the powers conferred by Articles 88 (4) and 177 (1) (a) of the Constitution, and the Elections Act, the Independent Electoral and Boundaries Commission makes a declaration of no contest, and the persons listed in the schedule are duly elected for the respective electoral units,” part of the Gazette Notice read.

This means the two UDA candidates will automatically assume office without a vote, giving the ruling party an uncontested win in both counties.
The IEBC has reiterated its commitment to conducting the remaining by-elections transparently and in strict compliance with the law, urging all participating parties and candidates to adhere to the Electoral Code of Conduct.
