Support for Ruto-Raila broad-based govt increases by 7 per cent – TIFA

Support for President William Ruto and ODM leader Raila Odinga’s broad-based government has soared by 7 per cent, a recent report has revealed.

In the survey, support for the broad-based government increased from 22 per cent in May 2025 to 29 per cent in the period of August-September 2025.

The survey was conducted between August 23 to September 3, 2025, on a total of 2,023 randomly-selected Kenyans across the 47 counties of Kenya.

Support inches slightly

“The broad-based government faces a legitimacy challenge, as opposition is not only dominant but also growing. Although support has inched up slightly, it remains far overshadowed by those opposed, and indecision is declining as citizens become more decisive in their stance,” TIFA states.

The survey equally revealed troubling numbers indicating that the opposition to the broad-based government has, on the other hand, grown by 10 per cent from 54 per cent in May 2025 to 64 per cent in August/September 2025.

It is worth noting that Raila had revealed that he has no regrets about being part of the broad-based government despite criticisms.

The pact, formalised on March 7, 2025, at the Kenyatta International Convention Centre (KICC), was touted as the panacea to the country’s turmoil and growing dissatisfaction with the Kenya Kwanza administration.

Scepticism about broad-based govt

While it has achieved relative calm, the survey numbers point at a new trend where more Kenyans are becoming skeptical about the arrangement.

“However popular these two leaders have been, this arrangement has engendered some disquiet among their respective core support bases, for various reasons, and with the next general election now less than two years away, its evolving impact is attracting serious attention across the political landscape,” TIFA remarks.

Raila’s ODM Party is seen as the biggest beneficiary of the broad-based government following the co-opting of several of the party stalwarts into plum government roles.

A considerable number of ODM leaders now sit on the cabinet with several others serving in various capacities as Principal Secretaries, heads of parastatals, ambassadors, and chairpersons of parliamentary committees.

The move has equally created a vacuum on the opposition, leading to the rise of several factions, including the United Opposition and the Third Force, which consists of younger leaders clamouring for change.
