Soipan Tuya congratulates UDA’s David Keter for winning Emurua Dikirr by-election
By Ndiritu Wanjiru, May 15, 2026The Cabinet Secretary for Defence, Soipan Tuya, has congratulated the newly elected Emurua Dikirr Member of Parliament, David Kipsang Keter, the winner in the closely watched by-election, saying the result was an expression of the democratic will of the people.
In her statement on X on Friday, May 15, 2026, CS Soipan Tuya expressed her appreciation to Keter’s campaign, which she has termed as ‘hard work, dedication, patience, and the trust placed in him by the people of Emurua Dikirr.’
She also congratulated the new MP-elect in his new role as a legislator, both at the constituency level and at the national level.
“Congratulations, Emurua Dikirr Constituency MP-elect Hon. David Kipsang Keter (Dollarline)! Your win is a testament to your hard work, dedication, patience, and the trust placed in you by the residents of Emurua Dikirr. I wish you the best of luck as you undertake this vital role of serving not only Emurua Dikirr but Kenyans at large,” Tuya stated.

Keter’s victory
Keter was elected under the United Democratic Alliance (UDA) banner to the seat after a close election that got huge political interest in Narok County. Keter got 18,266 votes compared to 10,760 votes for his closest contender, Vincent Kibet Rotich from the Democracy for Citizens Party (DCP).
Others who campaigned trailed far behind, with Gideon Koech of NVP picking up 190 votes, Desma Cherono of PNU with 80 votes, and Kiprono Rotich of RLP with 62 votes. The IEBC recorded a 66.6 percent voter turnout with 29,538 voters who cast their votes in 94 polling stations in the constituency.
Vincent Kibet concedes defeat
The Cabinet secretary, on the other hand, praised the Democratic Party for the Citizens (DCP) candidate Vincent Kibet Rotich for accepting the election results with grace as an excellent example of democratic leadership and maturity.
“Congratulations, Vincent Kibet Rotich, the Democracy for the Citizens Party candidate, for demonstrating leadership and accepting the will of the people,” Tuya added.

The campaign and election period was observed to have been smooth and credible, thanks to the participation of the residents of Emurua Dikirr in large numbers and their behaviour in peace, which was also commended by the observers.
She also commended the security agencies in Narok County for their overall security during the electoral process.
The result of the by-election now puts Keter in Parliament upon his swearing in to represent Emurua Dikirr on behalf of UDA, and the peaceful conceding of power by the DCP candidate, according to Tuya, has been cited as a positive step in strengthening democratic practice in the region.
