Sakaja reshuffles Nairobi County Executive, reassigns 5 Chief Officers

Nairobi Governor Johnson Sakaja has announced a reorganisation of the Nairobi City County executive, reassigning five high-ranking County Chief Officers (CCOs) to new dockets.

In a statement dated April 24, 2026, Sakaja said the changes take effect immediately and are aimed at streamlining service delivery across critical sectors, including lands, health, and infrastructure.

The changes, authorised under Section 45(5) of the County Government Act 2012, were signed by Governor Sakaja.

“In accordance with Section 45(5) of the County Government Act 2012, the following County Chief Officers have been reassigned,” part of the statement read.

Dockets affected

Sakaja has moved Dr Machel Waikenda, who has been serving as the Chief Officer for Mobility and Acting Chief Officer for ICT Infrastructure, to Lands and Ag. Mobility.

At the same time, Cecilia Koigu moves from the Lands sector to ICT infrastructure. Koigu is among the 33 chief officers nominated by Governor Sakaja in December 2022 and appointed to the lands docket, where she has been serving until the latest restructuring.

Engineer Bob Ariemba has been appointed to head the Ag. Works docket following the latest reshuffle.

Dr Irene Muchoki has been moved from Medical Services to the Gender and Inclusivity portfolio. She was first brought into the county government in December 2022 as chief officer for medical services.

Mariam Dubow Dahir has been reassigned from Gender and Inclusivity to Medical Services, effectively swapping roles with Dr Muchoki in the reorganisation.

Sakaja impeachment attempts

The shake-up in his cabinet follows recent hints by the Nairobi Members of the County Assembly (MCAs) that have reignited efforts to oust Governor Johnson Sakaja, less than a year after a similar attempt was narrowly defused.

The move comes barely two weeks after Sakaja signed a Ksh80 billion cooperation agreement with the national government, brewing persistent tensions between the county executive and legislators.

Speaking during a press briefing on Tuesday, March 3, 2026, Nairobi South Ward MCA Esther Waithera Chege confirmed that the MCAs are preparing to submit an impeachment motion to the clerk of the county assembly, which will then be forwarded to the Speaker for consideration.

According to Chege, the motion will outline 22 distinct grounds for the governor’s removal, though the specifics remain undisclosed.

“We have enough signatures for the first round. The second round comes within the seven days, and I can assure you we have an overflow of signatures for the first round,” Chege said.
