Otiende Amollo outlines National Assembly agenda at 5-day Naivasha retreat
Rarieda MP Otiende Amollo has come out to reveal the National Assembly’s agenda during their five-day retreat in Naivasha.
This comes ahead of the resumption of the 13th Parliament from recess, where lawmakers are set to resume their normal sittings on February 14, 2025.
While speaking in Naivasha on Tuesday, January 27, 2025, the outspoken lawmaker stated that National Assembly members will be meeting to deliberate on several issues ahead of the resumption of normal sittings, which are meant to give the House a head start on the year’s activities.

He stated that the key issues being discussed by the parliamentarians during the retreat will be the economy, the National Social Security Fund (NSSF), as well as pensions for National Assembly lawmakers.
He also stated that another contentious issue they will be discussing is education, especially the enrolment of the Competency-Based Education (CBE) system, its challenges, and its progress so far.
“Pia tutangalia mambo ya elimu hasa hii mambo ya CBE, tuangalie inaendelea aje, na tutaitatua kivipi.”

He added that on matters of health, they will be discussing the Social Health Authority (SHA), as well as the health insurance scheme for MPs when not in service or after their tenure.

Another issue to be looked into is the welfare of MPs, including the progress made on the Bunge Towers project.

NG-CDF
He also stated that the National Government Constituency Development Fund (NG-CDF) will form part of the meeting agenda in Naivasha. The fund was recently declared unconstitutional, with some MPs doubting whether it will return.

He said they will also be looking at constitutional changes meant to reintegrate the fund into the Constitution after the courts declared it unlawful and gave a timeline of up to June 2026 for MPs to complete all pending projects.
He further stated that he is also set to brief the National Assembly on the progress made in their case defending the legality of CDF, which is currently in the Court of Appeal, with the court set to rule on the matter on February 8, 2025.
