Omboko Milemba defends KUPPET record, pushes for faster teacher promotions

Kenya Union of Post Primary Education Teachers (KUPPET) National Chairman Omboko Milemba has defended the union’s record, saying it remains committed to protecting teachers’ interests and improving education quality.

Addressing the press at Elununi Primary School on Tuesday, July 14, 2026, when he issued the National Government Constituency Development Fund (NG-CDF) cheques to primary schools, Milemba said the progress made by KUPPET demonstrates its unwavering commitment to teachers’ welfare.

“The progress made by KUPPET continues to demonstrate our unwavering commitment to protecting the interests of teachers while advancing quality education for every learner across the country,” he said.

Milemba, who is also Emuhaya MP, said through continuous engagement with government and education stakeholders, KUPPET has championed better remuneration, improved working conditions, teacher promotions and increased recruitment.

“We remain steadfast in advocating for the welfare of teachers because a motivated teacher is the foundation of successful learners and a stronger education system,” he added.

Teachers’ promotions

The KUPPET boss called on the Teachers Service Commission (TSC) to expedite the implementation of the Career Progression Guidelines (CPG) by fast-tracking teacher promotions, noting that many teachers have stagnated in the same job groups for too long.

He also urged for stronger digital systems in the education sector to improve efficiency and eliminate administrative bottlenecks affecting teachers.

On the Collective Bargaining Agreement (CBA), Milemba asked the government to implement negotiated salary increments in two phases so teachers can begin enjoying the benefits within a reasonable timeframe.

He further called for administrative autonomy for Junior Secondary Schools (JSS) to strengthen management, accountability and learning outcomes.

Milemba also raised concerns over challenges affecting the Social Health Authority (SHA), saying technical shortcomings continue to affect teachers’ access to quality healthcare.

Omboko also commended President William Ruto for overseeing the recruitment of more teachers than any previous administration and urged the government to build on that by prioritising promotions, better pay, efficient digital services and accessible healthcare.
