Muturi doubts Makau Mutua’s ability to deliver justice for protest victims
By Luke Oluoch, September 6, 2025Former Public Service CS Justin Muturi has added to the opposition’s dismissal of the government framework of compensating the victims of protest and police brutality in the country.
Speaking on Saturday, September 5, 2025, Muturi expressed his doubts on the feasibility of the whole process, stressing that it was impossible to achieve justice for the killings and the atrocities committed against families and individuals.
He also spoke about the compensation panel’s chairperson, Makau Mutua, who he says has been sanitised for the role based on his fierce criticism of President William Ruto and his administration before he joined the government as an adviser.
‘I have tremendous respect for Makau Mutua; we were with him in the university. But surely, I hear nowadays there is what we call Mwosho moja; yeye ameoshwa moja na hapo ndio shida ya Kenya itaanzia.
“It is not possible for you to say you will create a framework for compensating those who may have been killed or injured during the protest. It is not possible,” he stated.
Karua on compensations
Speaking on Friday, September 5, 2025, the PLP party leader dismissed the government’s plans to compensate the victims of injustices and police brutality, terming the panel a duplication of roles.
She added that the plans to compensate the victims were a mere pacifying strategy adopted by the Ruto administration while casting doubts on the government’s sincerity in the matter.
Not sensible
“He (Ruto) has not been genuine. He has only been pacifying the Azimio team. Compensating and continuing to kill is not a sensible policy. They ought to start with seeking justice and let it run parallel with the compensation. Let them not start their own creations. They have to follow the instructions; we have the constitutional commission. Why do you want to duplicate mandates?” She posed.

The outspoken attorney similarly tore into Ruto’s broad-based partner, Raila Odinga, whom she castigated for perpetuating politics of dishonesty in the country.
In her recent onslaught on the government arrangement, the People’s Liberation Party leader challenged his 2022 presidential candidate, Raila Odinga, to take a bold step and formalise his relationship with the Kenya Kwanza government rather than pretending not to be part of it.
“My advice to Raila is: Do not continue the politics of dishonesty. Being in government with one leg and occupying committees that belong to the opposition both in the National Assembly and the Senate, you are obstructing the work of holding government to account. Got to government honourably as the law requires,” she stated.
