Muturi dismisses Ruto’s justification for assenting to Computer Misuse Bill

Democratic Party (DP) Leader, Justin Muturi, has dismissed President William Ruto’s justification for assenting to the Computer Misuse and Cybercrimes (Amendment) Act, 2024, terming it the regime’s latest weapon in an amplified war to criminalise dissent.

In a statement on his X page this Friday, October 24, 2025, Muturi refuted assertions from the president that the bill was aimed at curbing pornography, hackers, or online fraudsters.

“The so-called Computer Misuse and Cybercrimes (Amendment) Act, 2025, is not a law against crime. It is a law against courage. It is the latest weapon in a paranoid regime’s arsenal, crafted not to protect citizens but to silence them. It targets not hackers or online fraudsters, but a generation that dares to speak truth to power without permission, without fear, and without a price tag,” he said.

The former CS specifically highlighted how the bill could subtly derail the quest for transparency and accountability from public officials.

“Under this new amendment, every tweet becomes a potential crime, every TikTok a possible offense, every post a risk. If you expose the selling of public assets, you can be accused of “incitement.” If you criticise corruption, it becomes “cyber harassment”. If you film police brutality, it is “publishing false or alarming information”. If you tell the truth, it becomes “likely to cause unrest.” In short, transparency itself is now treason,” he added.

According to Muturi, the incumbent regime’s endgame in the new law is to exert further control through the realm of digital dictatorship.

“Let us be clear: this law is not about cybercrime. It is about control. It is the digital extension of dictatorship, the bureaucratic version of fear. It is a law designed to remind Kenyans that power still belongs to the ruler, not the people. But that illusion has already shattered,”he added.

Youth be warned!

In a call to action, the United opposition member urged the youth to guard against the state’s new ploy to silence them under the guise of tidying up the digital space.

“To Kenya’s youth: they are not after your phones. They are after your freedom. They do not fear your technology. They fear your awakening. And no law, no jail, no intimidation can bury a generation that has already seen the light,”

In his recent defense of the bill, Ruto stated that the government sought to provide a regulatory framework to combat unlawful activities, inappropriate sexual content of minors, terrorism or religious extremism, and other forms of cybercrimes.
