Laikipia County Assembly wants all buildings fitted with ramps for PWDs
By Mabonga Makhanu, March 11, 2026The Laikipia County Assembly has adopted a motion by nominated Member of County Assembly Dennis Kaniaru calling for all public buildings in the county to be fitted with ramps to improve access for persons living with disabilities.
The motion urges the Laikipia County Government to ensure that buildings used by the public are accessible to everyone, in line with the provisions of the Persons with Disabilities Act, 2025. The proposal focuses on the need to make government facilities accessible to residents who rely on wheelchairs and other mobility aids.
The PWDs Act
Presenting the motion, Kaniaru pointed to Section 6 of the Second Schedule of the Act, which outlines the duty to provide access to buildings.
The law requires that any person constructing a building open to the public must put in place measures that allow persons with disabilities to enter and move around the premises without barriers.
“The House has today adopted a motion by Hon. Dennis Kaniaru, a nominated Member of County Assembly urging the County Government to ensure provision of ramps in all buildings within the county pursuant to the provisions of the Persons with Disabilities Act, 2025,” the County Assembly stated.
The section specifically requires the installation of ramps in places where stairs block free movement, particularly for wheelchair users and individuals with mobility challenges.
The issue of accessibility in public offices formed a central part of the debate in the Assembly. Kaniaru noted that many government offices across the county remain difficult to access for persons living with disabilities, even though those offices provide essential public services.
The lack of ramps in several buildings forces some residents to rely on assistance when visiting offices or, in some cases, prevents them from accessing services altogether.

MCA’s reaction to the motion
Members of the assembly supported the proposal, noting that addressing accessibility challenges would allow more residents to access services offered by the county government without obstacles.

The motion received unanimous backing from the House, with members describing the proposal as necessary for ensuring that public institutions serve all residents equally.
According to the mover of the motion, If implemented, the motion is expected to push the county government to review the design of existing public buildings and ensure that future construction projects comply with accessibility standards set out in the law
