Kitutu Chache MP Kibagendi vows impeachment motion against CS Duale

Kitutu Chache Member of Parliament Anthony Kibagendi has issued a strong warning to Health Cabinet Secretary Aden Duale, vowing that he will spearhead an impeachment motion against him once Parliament resumes.

Speaking during a political talk show aired by a local television station on Thursday, September 3, 2025, Kibagendi dismissed the Social Health Authority (SHA) as fraudulent, calling out the government for misleading Kenyans.

“SHA is not a reform, SHA is a Scam. Duale cannot change anything,” the legislator declared, insisting that the program was designed to fail rather than to provide meaningful healthcare solutions for citizens.

Kibagendi further slams Duale for intimidating healthcare providers instead of addressing the structural gaps within the health sector. According to him, the government has even gone as far as co-opting religious leaders to sanitise the controversial reforms.

“Duale is threatening hospitals; they have even pushed a bishop to do a PR for them,” he said, adding that such moves expose the desperation within the administration to project SHA as successful.

On the matter of hospital accreditation, Kibagendi contrasted the SHA with its predecessor, NHIF, arguing that while the government touts increased facilities, the numbers are misleading.

“On aggregation of hospitals, the whole of Northern Kenya, during NHIF, we had 153 aggregated facilities, you know how many we have since SHA was registered? We have 700,” he pointed out, raising doubts about the credibility of the figures being presented.

The MP also stated that he is facing internal political pressure for his bold stance. He suggested that, like Kiharu MP Ndindi Nyoro, who was removed from the budget committee for raising concerns, he too risks being sidelined.

“I know I will be removed from the Health committee just like how Ndindi Nyoro was removed for raising issues about the budget. I have been called by some party members about that,” Kibagendi revealed.

Despite the threats, he maintained that he would not back down, promising a decisive move against Duale once lawmakers return to the House.

“Once we go back to parliament, we will put together an impeachment motion against Duale,” Kibagendi vowed.

His remarks have now placed Duale at the centre of a political storm, with Kibagendi making it clear that the battle over the future of SHA is far from over.
