Kitui County Assembly Speaker Kevin Kinengo resigns from Wiper party’s NEC
By Francis Muli, September 30, 2025Kitui County Assembly Speaker Kevin KinenGo Katisya has resigned as a member of the Wiper Democratic Movement’s National Executive Council (WDM-NEC), citing conflict of interest and interference with his impartial role as Speaker.
In a strongly worded resignation letter addressed to the Wiper Secretary General and copied to party leader Kalonzo Musyoka and Kitui Assembly Majority Leader Harrison Maluki Mawia, Katisya said his dual role as Speaker and member of the NEC had become untenable.
“My membership in the WDM-NEC appears to create conflict of interest and affect my impartiality in discharge of my current role as the Speaker of the County Assembly of Kitui. The position of Speaker requires impartiality and neutrality in all assembly proceedings,” he wrote.
Katisya accused the party of expecting him to enforce NEC decisions within the County Assembly, sometimes in violation of Standing Orders and other laws, thus creating a direct conflict with his constitutional mandate as Speaker.
He further lamented that the party failed to protect him from repeated impeachment attempts orchestrated by its own members.
“While the County Assembly of Kitui has representation of MCAs drawn from diverse political parties, I have faced two impeachment motions sponsored by some members of my party and the party has never intervened to stop or discourage such impeachments,” he noted.
Katisya also revealed that the party had previously questioned his interactions with leaders from other political parties, including meetings with President William Ruto and his deputy, both of the UDA party. He said such restrictions undermined his constitutional responsibility to accommodate all political parties represented in the assembly.
The speaker disclosed that he had even been removed from the WDM-NEC WhatsApp group without explanation, a move he said confirmed he was no longer needed in the council.
After “careful consideration,” Katisya said serving concurrently as speaker and as a WDM-NEC member placed him in “a position of conflict between official duties and political engagement.”
He emphasised, however, that his resignation from the NEC does not mean leaving the Wiper party.
“I will continue being a member of the party until I decide otherwise. My political rights are guaranteed by Article 38 of the Constitution of Kenya 2010 and I will expect the party to respect my political rights,” he stated.
Katisya expressed gratitude to Kalonzo Musyoka and the Wiper Party for entrusting him with leadership responsibilities and vowed to continue serving the people of Kitui in his role as Speaker.
