Irungu Nyakera: Ruto is controlling every facet and working of Parliament
By Luke Oluoch, November 7, 2025Nairobi’s Democracy for Citizens Party (DCP) patron, Irungu Nyakera, has refuted the existence of independence in the working of the Kenyan legislature, stating that President William Ruto controls its entire functionality.
Speaking to a local radio station on Friday, November 7, 2025, Nyakera decried the legislature’s inaction while overseeing its takeover by the executive.
“The issue of independence does not arise. The executive now legislates and does everything. It is the president who legislates, oversees, and implements laws. When the minister speaks, it is the president speaking. They cannot make any statement that has no president’s approval,” he added.

The public official alleged a lack of political goodwill and spine on the part of members of the National Assembly as central to the situation the country has found itself grappling with.
“The biggest problem is a lack of political will and leaders who can speak out. The MPs are supposed to be speaking out. They are elected to legislate and oversee, but they allowed the executive to run over them and get them muzzled,” he stated.

Nyakera also commented on the state of education and governance, attributing the woes to poor governance and misplaced priorities
“We never have a revenue problem; what we have is a prioritisation and spending problem. When education becomes a privilege, we have denied a huge population its future,” he stated.
“The CBE is good if implemented right, but then we still have to go to school; infrastructure needs to be there for you to gain the skills,” he added.
His remarks mirror those made by High Court Advocate Harrison Kinyanjui, who blamed MPs for the passage of the bills recently signed into law by President William Ruto, including the Computer Misuse and Cyber Crimes Bill.
In an interview with a local TV station on Wednesday, October 22, 2025, the attorney accused the MPs and senators of betraying the country by failing to discharge their mandates effectively.
According to the lawyer, the failure by the members of both houses to challenge the bills emanating from the executive was akin to short-changing Kenyans.
Blame MPs
“MPs are the ones who pass those bills. The President cannot sit and debate those laws. It is the members of the NA that have let down Kenyans; they have passed this law by default or design. They fail to attend when Kenyans expect them to attend; in absenting themselves either consciously or unconsciously, they are shortchanging the Kenyan people,” he stated.
