Govt rolls out Nairobi metropolitan policing framework

The government has rolled out the Nairobi Metropolitan Policing Framework, a new community-led security strategy that will guide policing across the Nairobi Metropolitan Area by bringing together residents, community leaders, the National Police Service (NPS), county governments and other stakeholders to jointly identify security priorities, improve accountability and strengthen crime prevention.

In a statement on Tuesday, July 14, 2026, President William Ruto announced the rollout after a high-level meeting with senior security officials, saying the framework will lay the foundation for the Nairobi Metropolitan Police and usher in a more coordinated, accountable and people-centred approach to policing in Kenya’s capital and neighbouring counties.

“The roll-out of the Nairobi Metropolitan Policing Framework will commence in the coming days, laying the foundation for a more coordinated, accountable and community-led approach to policing across the Nairobi Metropolitan Area,” Ruto wrote on X.

The President said the initiative represents a significant milestone in the establishment of the Nairobi Metropolitan Police (NMP), which is designed to place communities at the centre of policing through consultation, public participation and collaboration between security agencies and citizens.

“I am pleased with the progress made on the establishment of the Nairobi Metropolitan Police, an initiative that will place communities at the centre of policing through a framework that brings together residents, community leaders, the National Police Service, the county government and other stakeholders to jointly identify security priorities, strengthen oversight and develop local solutions through consultation and public participation,” he said.

Ruto added that the new policing model is expected to strengthen public safety while rebuilding trust between law enforcement agencies and the communities they serve.

“Together, we will strengthen public safety, deepen trust between communities and law enforcement, and build safer and more secure neighbourhoods for all,” the President said.

He announced after meeting Ministry of Interior officials led by Cabinet Secretary Kipchumba Murkomen, National Police Service leadership headed by Inspector-General Douglas Kanja, and the Nairobi County Government led by Governor Johnson Sakaja.

The rollout comes days after Murkomen announced that the Nairobi Metropolitan Police Unit is nearing operationalisation, with a technical team finalising its operational framework and deployment plans.

Speaking on July 1, 2026, Murkomen said the specialised unit is being equipped and trained to tackle emerging forms of crime while enhancing coordination among security agencies operating within the Nairobi Metropolitan Area.

“The Nairobi Metropolitan Police Unit will be a model for future policing in Kenya. We must therefore get it right,” Murkomen said.

According to the Interior Ministry, the specialised unit will focus on crime prevention, public order management, protection of critical infrastructure and intelligence-led policing to address evolving security challenges associated with Nairobi’s rapid urban growth.

The government has also drawn lessons from international policing models in the United Kingdom, the United States, Italy and Japan. Murkomen has led benchmarking missions to study community policing, urban security management, technology integration and intelligence-led operations, with the findings expected to shape the structure, training and deployment of the new unit.

Once fully operational, the Nairobi Metropolitan Police is expected to improve coordination among security agencies, strengthen community participation in policing and serve as a model for modern urban policing in Kenya.
