Central Committee Meeting outcome: ODM resolves to work with UDA in broad-based govt

The Orange Democratic Movement (ODM) is set to form a technical team tasked with expediting the implementation of the 10-point agenda contained in its Memorandum of Understanding (MOU) with the United Democratic Alliance (UDA).

This decision was reached during a Central Committee meeting chaired by Raila Odinga on Tuesday, July 29, 2025, which was read by Nairobi Senator Edwin Sifuna. The party leadership affirmed its commitment to working with the Kenya Kwanza administration to stabilise the country and create an enabling environment for Kenyans to address their concerns through democratic and constitutional means.

“That in order to expedite the implementation of the 10-point agenda of the MOU, ODM will constitute a technical team to work with UDA counterparts as part of the political infrastructure to assist with the implementation of the agreement,”  Sifuna said.

The technical team, once constituted, will collaborate with its UDA counterparts as part of the political infrastructure to ensure the swift implementation of the agreement. The committee noted that the absence of such a team, which is provided for in the MOU, has been a major hindrance to progress.

Key areas of focus in the implementation include the full execution of the NADCO report, the protection and promotion of the livelihoods of young people, the right to peaceful assembly and protest, adherence to the rule of law and constitutionalism, and the fight against corruption and wastage of public resources.

“The committee identified the absence of such a technical committee, which is contained in the MOU, as the missing link in the implementation of the document. Of great concern is the full implementation of the NADCO report, promotion and protection of the livelihoods of young people, the right to peaceful assembly and protests, the rule of law and constitutionalism, and corruption and wastage of public resources.” Stated Sifuna.

Other resolutions during the meeting were that while the party acknowledges the allocation of Ksh 415 billion to counties as an improvement on the previous disbursement, Sifuna continued to read, adding that it will continue pushing for the raising of the allocation to a minimum of Ksh 450 billion or more, as had been proposed by Party Leader Rt Hon. Raila Odinga.

Other resolutions

Sifuna went on to state that the party will also continue to demand the implementation of the unbundling of devolved functions and the provision of requisite and constitutionally sanctioned resources to the counties.

He further added that the party supports calls for an intergenerational national conference to deliberate on the issues affecting the nation with a particular focus on the youth agenda and agree on a way forward.

Grassroot elections

Sifuna continued to read that the party will also proceed with the grassroots elections and the programme for ODM at 20 celebrations as part of the process of regeneration, reorganisation, and internal strengthening.

He concluded by noting that although the members had arrived at the meeting with different viewpoints on many issues within the party and the country, the committee brokered an unbreakable unity of purpose in the party. This unity, Sifuna added, is aimed at ensuring that ODM continues to be a loyal servant of the people and the country, acting in the best interest of its supporters and the nation and remaining committed to the agenda of national transformation and stability.
