The controversy surrounding the control of Kenya Rural Roads Authority (KeRRA) and NG-CDF funds between the MPs and the Council of Governors (CoG) continued to deepen yesterday when the Kitutu Masaba constituencyMP claimed that the CoG was behind the cases in court.
Clive Gisairo warned that as members of parliament, they will not allow the funds to be under the governors because the county bosses have already failed to manage the billions they are currently receiving from the national government.
The legislator accused the CoG of sponsoring cases in court so as to have KeRRA and NG-CDF funds removed from the lawmakers’ management and be taken to the counties.
Gisairo said that the move was ill-advised because the funds from the two kitties were well-administered from their offices contrary to what the CoG was peddling and portraying.
He asked members of the public to stand firm and reject the move, which he said, if effected, could deny constituencies the rapid development that is currently being witnessed.
“The governors are currently receiving millions of shillings from the national government but when you go to the ground, there is nothing on the ground to reflect the same and giving them the KeRRA and NG-CDF funds means more disaster to the counties,” Gisairo stated.

At the same time, Gisairo also asked his constituents to register with SHA despite the challenges.
“I’m requesting all the people of Kitutu Masaba to first register as SHA members so that they can stand a better position of getting health services as government addresses teething challenges,” he urged.
Earlier the area governor, Amos Nyaribo, has argued that all government funds should be channelled through the counties for the purpose of transparency and accountability.
“The role of the MPs is purely legislative, oversight and representation. How can they oversight themselves when they have messed with the funds allocated to their offices,” Nyaribo wondered.
