Infrastructure development projects expose officials

The Financial Year 2023/24 Budget Implementation Status Report shared to the National Assembly Departmental Committee on Sports & Culture recently, highlights the Ministry of Sports extravagance and wastage in expenditure.

Sports Principal Secretary Eng Peter Tum who appeared before the Committee recently tabled a 21-page document which showed intricacies on expenditure especially on hospitality, domestic and foreign travel and recurrent expenditure. At the same time, questions still arise over real status of infrastructure development projects under the Ministry and the true value for money.

People Daily is in possession of the report which indicates a total allocation in FY 2023/24 of Sh17,611,958.254 covering over that period Recurrent and Development expenses against Sh15,910,472,263 Expenditure for the same FY. However data shows that in the period of emphasis captured by the report, the percentage absorption of the allotted Sh1,532,758,254 by the Ministry under the Recurrent vote was 91% with the actual expenditure being Sh1,401,761,974.

Stadia facilities

In the controversial and much spoken about Projects Funded by Exchequer, there are stadia and other facilities with no clear timelines of completion despite the Government already pumping in money.

The Phase 1A Kenya Academy of Sports Complex-Kasarani which was financed at Sh1.332 billion is said to be 100% complete with outstanding project costs as at June 30, 2024 being Shs 90.25 million.

The Construction of Malinya Stadium in Kakamega County that is still undergoing construction with expected completion date being June 2025 with Sh9.27 million already spent yet only 46% of the project is already been undertaken.

The historic Kamariny Stadium in Iten (Elgeyo Marakwet) with an estimated cost of Sh288 million is only 28% done yet the project was cancelled and retendered. The actual cumulative expenditure up to June, 30 is currently standing at Sh81 million. Nyeri County’s Ruringu Stadium whose estimated cost is Sh365.74 million and according to PS Tum, the Contract has been terminated and is in the process of retendering. The actual cumulative expenditure up to June 30 was Sh307.54 million and the expenditure as at June 30 was Sh18.99 million.

Project completition

Kipchoge Stadium Phase 1 and Phase 2 in Uasin Gishu County according to the Report financed to the tune of Sh695.51 million were both expected to be cleared in June. However, with the project completion percentage as at June 30 being 77% and 90% respectively with approved budget and expenditure hitting Sh7.29 million, the contract was unceremoniously closed and terminated to pave way for upgrading.
