Ruto nominates Jaguar for appointment to justice commission

President William Ruto has nominated former Starehe MP Charles Njagua Kanyi popularly known as Jaguar for appointment to the Commission on Administrative Justice (CAJ).

In a communication from the State House on Tuesday, November 12, 2024, Ruto nominated Jaguar alongside seasoned lawyer Dorothy Jemator Kimengech also set to become a commissioner.

The two were nominated alongside Charles Orinda Dulo who is expected to take over from the former chairperson Florence Kajuju.

During his nomination, Ruto said Dulo was an experienced advocate of the High Court with an experience of more than 20 years both in public and private legal practice.

“Dulo was among the founding members of the faculty of Daystar University’s School of Law where he still serves as a lecturer. He has also lectured law in various universities; including Strathmore University School of Business, Daystar University School of Law, and Jomo Kenyatta University of Science and Technology (JKUAT)’s School of Law,” Ruto noted.

Dulo was among the 45 persons who applied for the position of chairperson of the Commission on Administrative Justice. Only 10 of them were shortlisted for interviews which were conducted in mid-October.

Among those who made the shortlist alongside Charles Orinda Dulo were John Kamunya Karanja, Harun Maalim Hassan, Anne Wambeti Ireri, Morris Kiwinda Mbondenyi,  Doreen Nkatha Muthaura, Erick K’omolo, Eric Nyongesa Wafula, Chesang Kigen and Judith Nayiai Ramaita Pareno.

Jaguar’s political turmoil

For the position of commissioner, 278 Kenyans applied yet the list was narrowed to Jaguar and Jemator.

Jaguar is a graduate of Mount Kenya University who attained a bachelor of Peace Studies and Conflict Management in December 2018, emerging with a second-class upper division degree.

Jaguar lost his Starehe seat after the ruling UDA party handed a nomination certificate to his rival in the race in 2022. However, the UDA candidate was floored by Amos Mwago- a Jubilee Party candidate.

Jemator on the other hand is a seasoned lawyer with more than 13 years in civil litigation, election law, public procurement law, commercial law, arbitration and real estate.

“A successful, well respected, analytical, proactive, and result-oriented aggressive legal counsel with an interest in Corporate Law with over thirteen (13) years of professional experience in the Republic of Kenya. High profile advocate with a proven track record in high profile litigation, election petitions, and commercial matters locally and internationally,” reads a bio on her legal firm.
