Parliament invites public to submit memoranda on division of revenue Bill

The National Assembly has invited the public and stakeholders to submit their views on the Division of Revenue (Amendment) Bill, 2024.

In a statement issued through the parliament’s official social media accounts on Friday, July 26, 2024, the public and stakeholders have been urged to submit the memoranda through the Clerk of the National Assembly.

Parliament on submission deadline

This should be done on or before Thursday, August 1, 2024, at 5pm.

“Whereas, Article 118(1) (b) of the Constitution requires Parliament to facilitate public participation and involvement in the legislative and other business of Parliament and its Committees and the National Assembly Standing Orders require House Committees considering Bills to facilitate public participation.

“And whereas, the Division of Revenue (Amendment) Bill, 2024 (National Assembly Bill No. 38 of 2024) was read a First time on Wednesday, July 24, 2024, and referred to the relevant Committee of the House for consideration, facilitation of public participation, and reporting to the House,” the introductory part of the invitation reads.

Division of Revenue Bill

The Bill aims at providing equitable sharing of the revised shareable revenue among the National and County Governments.

This is after the national revenues for the Financial Year 2024/25 was reduced by Ksh346 billion after the controversial Finance Bill, 2024, failed to see the light of the day after Kenyans rejected it through widespread protests.

The protests forced President William Ruto to decline signing the Bill, and subsequently withdrew it in a communication that was sent to the parliament.

The reduction of the national revenues comprises of a Ksh326 billion decrease in allocation to the National Government and Ksh20 billion decrease to the County Governments.

The Division of Revenue (Amendment) Bill, 2024, allocates a sum of Ksh7.8 billion to the Equalization Fund, representing 0.5 percent of the most recent audited revenue, as approved by the National Assembly.

Mode of delivery

Those interested in submitting their views are required to clearly indicate their names or organization and their contact details.

They are then required to submit the memoranda by hand-delivering to the Office of the Clerk of the National Assembly.

“Now, therefore, in compliance with Article 118(1) (b) of the Constitution, the Clerk of the National Assembly hereby invites the public and stakeholders to submit memoranda on the Division of Revenue (Amendment) Bill, 2024 (National Assembly Bill No. 38 of 2024) to the Budget and Appropriations Committee.

“The Memoranda should clearly indicate the name of the person or organization submitting it and their contact details. The Memoranda should be hand-delivered to the Office of the Clerk, First Floor, Main Parliament Buildings, Nairobi, or emailed to [email protected] to be received on or before Thursday, 1st August 2024 at 5.00 pm,” the invitation reads.

The Division of Revenue (Amendment) Bill, 2024, is sponsored by the Chairperson of the Budget and Appropriations Committee, Kiharu Member of Parliament (MP) Ndindi Nyoro.
