Winfridah Mokaya sworn in as new Chief Registrar of Judiciary

Winfridah Mokaya Boyani has officially assumed office as the new Chief Registrar of the Judiciary at the Supreme Court in Nairobi, following her swearing-in ceremony.
Taking over from Anne Amadi, who retired on November 24, 2023, after a decade-long tenure, Mokaya’s appointment marks a significant transition in Kenya’s judicial administration.

The swearing-in event was held in the presence of Florence Bore, Cabinet Secretary for Labour and Social Protection, Court of Appeal President Justice Daniel Musinga, and Retired Chief Justice David Maraga, among other dignitaries.
With over 13 years of experience as a judicial officer, Mokaya revealed her commitment to upholding the aspirations and expectations of the Kenyan people regarding the judiciary.
“Having been a judicial officer working in the regions & in the administration where I have spent the past 13 yrs, I have been at the forefront of the administration of justice & understood the aspirations & expectations of the Kenyan people on the Judiciary,” Mokaya revealed.
With 14 years of service in the Magistracy, Mokaya brings a wealth of experience and a deep understanding of the judicial landscape to her new role.
“I assume this office cognizant of my 14 years in the Magistracy that gives me a strategic view, practical socialization and a deep understanding of the working environment. Chief Registrar of the Judiciary,” she added.
Mokaya expressed her eagerness to collaborate with Chief Justice Martha Koome, judges, judicial officers, and staff to implement the Judiciary’s Blueprint effectively.
“I have seen first-hand the ease with which the administrative arm of the Judiciary can perform its role when the leadership has defined a clear vision for the institution.
“I am eager to support the Chief Justice, Judges, Judicial Officers and Staff who all have a role to play in the implementation of the Blueprint and the realization of the goals therein, for the ultimate benefit of our country,” she revealed.

In her remarks, Mokaya expressed gratitude to Paul Ndemo, the Deputy Chief Registrar, who held the position in an acting capacity during the interim period.
“I would like to thank the Deputy Chief Registrar – Hon Paul Ndemo – who took charge of the Office of the Chief Registrar and served as Secretary to the Commission in acting capacity in the interim period as the JSC conducted the search for a new CRJ,” she stated.
CJ Koome, who presided over the swearing-in ceremony of Mokaya as the new CRJ urged her to champion for institutional innovation and revitalization.
“I urge you to be a champion of institutional innovation & revitalization, steering the Judiciary towards remaining fit for purpose & effective in a changing environment,” Koome stated.
Mokaya joined the Judiciary in 1997 and served as a District Magistrate II (Prof), Resident Magistrate, Senior Resident Magistrate, Principal Magistrate and Senior Principal Magistrate.
She holds a Bachelors of Law degree from the University of Nairobi and a post-graduate diploma in Law from the Kenya School of Law and is also a Certified Public Secretary.
