Willis Otieno calls for forensic probe into Cecil Ouma’s death
By Emmanuel Rono, July 2, 2026Constitutional lawyer Willis Evans Otieno has called for a thorough forensic investigation into the controversial death of political mobiliser Cecil Ouma, saying key questions surrounding the circumstances of the shooting must be answered through evidence rather than political debate.
In a statement on Thursday, July 2, 2026, Otieno pointed to reports that three gunshots were fired inside a vehicle, describing the claim as a crucial forensic issue that investigators must explain.
“Three gunshots inside a vehicle are not a minor detail; they are a critical forensic fact that investigators must explain,” Otieno said.
He questioned who was present inside the vehicle and urged investigators to establish what transpired using scientific evidence.
“Who was present? What exactly happened inside that vehicle? What do the ballistic evidence, DNA, fingerprints, gunshot residue, phone records and forensic reconstruction show?” he posed.
Need for independent investigation
Otieno maintained that the matter should not be determined by political statements or narratives circulating on social media but by the findings of an independent investigation.
“This is not a case that should be settled by political statements or online narratives. It must be settled by evidence,” he said.
He further stated that the public deserves a full account of the events surrounding the incident and that the deceased’s family was entitled to justice.
“The public deserves the truth. Cisko’s family deserves justice. And if any individual is found responsible after a lawful investigation, they must face the full force of the law,” Otieno added.
PS Fikirini breaks his silence
This comes hours after the Principal Secretary for Youth Affairs, Fikirini Jacobs, broke his silence following the controversial death of a political mobiliser, as pressure mounts for clarity over what happened during and after a government engagement in Kariokor.
In a statement on Thursday, July 2, 2026, the PS expressed deep sorrow over the incident while extending condolences to the bereaved family, describing the death as both tragic and distressing.
“I extend my deepest sympathies and heartfelt condolences to the family, friends and loved ones of Cecil Ouma following his tragic and untimely death,” the Facebook statement read, adding that the circumstances surrounding the incident remain unresolved.
“The circumstances surrounding Cecil’s death are deeply distressing and remain the subject of active investigations. No family should have to endure such a loss, and no young life should end in such tragic and confounding circumstances,” he stated.
