UHC staff payroll to shift to counties by July 2025

The Ministry of Health, the Council of Governors, and representatives from key health workers’ unions have reached an agreement on the future of Universal Health Coverage (UHC) staff in the country.

This follows a consultative meeting that was led by Health Cabinet Secretary Aden Duale on Tuesday, May 6, 2025, and was attended by UHC key stakeholders.

Among the key resolutions from the meeting was the transfer of the management of UHC staff payroll to counties.

This will take effect from July 1, 2025, with an attendant budget for payment of stipend under the current terms in the interim.

It was also agreed that the county governments will be provided with additional funds before the expiry of the current UHC contracts for purposes of full absorption to permanent and pensionable terms.

The Ministry of Health, in a joint press statement signed by Medical Service Principal Secretary Dr Ouma Oluga and CoG CEO Mary Mwiti, said it had also been agreed that gratuity payments will be considered upon conclusion of absorption of the UHC staff.

Health workers’ unions that attended the meeting are the Kenya National Union of Nurses & Midwives (KNUNM), the Kenya National Union of Clinical Officers (KUCO), the Kenya National Union of Medical Laboratory Officers and the Kenya Environmental Health and Public Health Practitioners Union.

”The Ministry of Health, the Council of Governors and the leadership of the Kenya National Union of Nurses & Midwives (KNUNM), Kenya National Union of Clinical Officers (KUCO), Kenya National Union of Medical Laboratory Officers and Kenya Environmental Health and Public Health Practitioners Union held a consultative meeting on Universal Health Coverage (UHC) staff under the leadership of the Cabinet Secretary for Health Hon. Aden Duale. EGH,” the statement read in part.

All UHC staff currently out of duty will also resume work with immediate effect and not later than May 7, 2025.

The changes are aimed at ensuring continuity and improving the working conditions of UHC staff across the country.
