Kiambu County Assembly Speaker Stephen Ndicho has broken his silence over accusations levelled against him by a section of Members who want him impeached. 

Ndicho said he is ready to answer all allegations and subject himself to due process.   

 “I shall reply to every query raised. I am waiting for them to bring it on,” said the Speaker when reached on phone to respond to the issues raised in a draft motion by Kiuu Ward rep Daniel Ngugi.

 The draft motion seeks to impeach the Speaker on account of abuse of office, incompetence and violation of the Constitution among other grievances.

 The drafter says he has lobbied at least 70 out of 92 members of the Jubilee-dominated Assembly to sign the motion and hopes it will sail through once tabled.

 In the draft, Ngugi accuses the Speaker of occasioning the unprocedural transfer of the Assembly Clerk John Mutie to the Executive to serve as a chief officer.

 However, Ndicho explained that he is yet to receive the draft motion and added that the Assembly is in recess until the end of August.

“The Assembly is in recess for the whole of August. I am not aware of any meeting that was held to approve the motion as there has been no business in the House,” he said.

Reads nothing 

 Terming the move as witch-hunt, the Speaker said he reads nothing but politics in the whole matter “which has usually been the case every year since 2018.”

 He said resolutions of the Assembly Service Board for which he chairs are constitutional and binding.

He in turn questioned the integrity of those asking about the transfer of the former Clerk. 

  “These resolutions are protected by the Constitution. However, whoever feels they are unconstitutional or illegal can go to court and seek redress. The Service Board can hire, sack or transfer any officer.

This does not amount to incompetence or abuse of office,” he added.

 The MCAs accuse Ndicho of failure to safeguard their interests and welfare, failing to uphold public service values and poor performance as Speaker and chair to the Assembly Service Board.

 They claim that in the three years of his leadership, the House has experienced a high turnover of accounting officers in that three people have so far held the position of the clerk in an acting capacity.

By transferring Mutie without adhering to the Assembly Services Act, the MCAs say the Speaker had grossly violated the Constitution.
