President William Ruto has signed the county allocation of revenue bill.

This development has been confirmed by a statement posted on State House’s X handle on Friday, December 6, 2024.

“President @WilliamsRuto has assented to the County Allocation of Revenue Bill, 2024. This divides the equitable share of revenue of Ksh387.4 billion among the 47 counties in accordance with the revenue-sharing formula in force under Article 217 of the Constitution.

“The figure represents 24.7 per cent of the most recently audited accounts of revenue received as approved by the National Assembly. It exceeds the 15 per cent minimum threshold required by the Constitution. President Ruto said the move will ensure that the devolved units deliver on their mandate to the people effectively,” the statement said.

The signing of the revenue allocation bill comes days after the Head of State assented to three other bills.

The Division of Revenue (Amendment) Bill, 2024, the Rating Bill, 2022, and the Water (Amendment) Bill, 2024, were assented into law by the president on Wednesday, December 4, 2024.

The Division of Revenue (Amendment) Bill is aimed at unlocking Ksh387 billion in shareable revenue for counties. The Water Act (Amendment) Bill enables public-private partnerships in water distribution and operationalizing the Water Tribunal for conflict resolution.

The National Rating Bill establishes a framework for rating properties, land, and fixed assets within counties, excluding freehold agricultural land.
