Reprieve for counties as Ruto signs allocation of revenue, equalization bills

President William Ruto has signed into law the County Allocation Revenue Bill and the Equalisation Fund Appropriation Bill, 2023.
The two Bills will enable the 47 devolved units to access funds in the new financial year that begins tomorrow. The County Allocation Revenue Act allocates counties Ksh385.4 billion in shareable revenue.
Nairobi’s giant share
Nairobi County Government will get the highest allocation of Ksh20.07 billion.
The Equalisation Fund Act appropriates Ksh10.3 billion for basic services — such as water, roads, electricity, and health — to marginalized areas in the country.
Present at the Friday function that was held at State House, Nairobi, were Deputy President Rigathi Gachagua, Prime Cabinet Secretary Musalia Mudavadi, Speaker of the Senate Amason Kingi, Attorney General Justin Muturi, and Senate Majority Leader Aaron Cheruiyot, among others.
The development comes almost a week after Ruto assented to the controversial Finance Bill, 2023, and the Appropriations Bill, 2023.
Then, the president also approved the Supplementary Appropriations (No. 2) Bill, 2023 warranting the additional spending by the national government of Ksh22.9 Billion from the Consolidated Fund.
This is expected to result in the reduction of overall expenditure by Ksh25.5 billion compared to the revised total National Government expenditure approved in the Supplementary Appropriations (No. 1), Act 2023.
The reduction comprises an increase in recurrent spending amounting to Ksh9.5 billion and rationalisation of development spending by Sh35 Billion.
