Ruto orders 2-year business permit waiver for NYOTA beneficiaries

President William Ruto has directed the introduction of a two-year business permit waiver for beneficiaries of the National Youth Opportunities Towards Advancement (NYOTA) programme, in a major move aimed at reducing the cost of doing business for young entrepreneurs.

Speaking during the NYOTA Tranche II event at the Ulinzi sports complex on Friday, July 10, 2026, Ruto said the government has a responsibility to remove bureaucratic barriers that continue to hinder youth-led enterprises.

“Having seen what these young entrepreneurs have achieved with modest support, the Government of Kenya now has a responsibility to remove the barriers that still stand in their way. Success should never be constrained by unnecessary bureaucracy,” Ruto said.

Ruto directed the Intergovernmental Budget and Economic Council (IBEC), working together with county governments, to develop and implement a two-year business permit waiver for all NYOTA beneficiaries, saying young enterprises should be given enough time to establish themselves before taking on the full cost of regulatory compliance.

“I therefore direct the Intergovernmental Budget and Economic Council, working together with county governments, to develop and implement a two-year business permit waiver for all NYOTA beneficiaries. Young businesses deserve the opportunity to find their feet before they bear the full cost of compliance,” he said.

NYOTA Identification mechanism

The President also directed the Ministry of Cooperatives and MSME Development to establish a national NYOTA identification mechanism to enable beneficiaries to seamlessly access government programmes, incentives and other opportunities aimed at supporting enterprise growth.

In addition, Ruto instructed government financing institutions, including the Youth Enterprise Development Fund, WESO Fund, Women Enterprise Fund and the Kenya Industrial Estate, to establish a dedicated NYOTA growth-financing product.

”I further direct the Ministry of Cooperatives and MSME Development to establish a national NYOTA identification mechanism so that every beneficiary can seamlessly access government presence, incentives, and opportunities designed to support enterprise growth,” Ruto said.

“I also direct government finance institutions, including the Youth Enterprise Development Fund, the WESO Fund, the Women Enterprise Fund, Kenya Industrial Estate and other relevant agencies, to establish a dedicated NYOTA growth product. The first grant must never become the last opportunity.”
