Ruto: Expansion of the Judiciary will reduce backlog of court cases

President William Ruto has said that the appointment of the 15 Court of Appeal judges will play a critical role in helping to reduce the backlog of cases that have been in the courts for a long while.

Presiding over the swearing-in of the new judges to the Court of Appeal at State House, Nairobi, on Wednesday, January 28, 2026, Ruto congratulated the judges, acknowledging the enormous work bestowed on them.

“I congratulate the 15 honourable men and women sworn in today as judges of the Court of Appeal. As you assume this high constitutional office in service of our republic, your appointment carries responsibility and profound national consequences.  By accepting this chance, you join an institution whose strength, independence and credibility are indispensable to Kenya’s stability and the health of our democracy,” Ruto said

 Ruto has said that the expansion of the number of judges in the court of appeal will help in a big way to ensure that cases are concluded within a short time, and this will reduce the backlog that is currently in the courts.

“In 2022, 11 judges were appointed, 4 of whom I appointed immediately after I assumed office on September 15, 2022. This appointment of 15 more judges, therefore, represents one of the most significant single reinforcements of the courts. It demonstrates our collective resolve to reduce the backlog of appeal cases, shorten the time required to resolve cases and strengthen public confidence in the administration of justice.” Ruto added.

Among those appointed are Independent Policing Oversight Authority (IPOA) Chairman Ahmed Issack Hassan, Senior Counsel Katwa Kigen, and High Court judges Enock Chacha Mwita, Hedwig Ong’udi, and Mathews Nduma Nderi.

The full list of appointees includes Linnet Mumo Ndolo, Lucy Mwihaki Njuguna, Rachel Chepkoech Ngetich, Samson Odhiambo Okongo, Stephen Radido Okiyo, Brown Murungi Kairaria, Paul Lilan, Munyao Sila, Johnson Okoth Okello, and Byram Ongaya.

Nine of the newly appointed judges have been promoted from the High Court.
