In a significant political development, Orange Democratic Movement (ODM) leader Raila Odinga has called for a reimagining of the Kenyan Senate’s role, advocating for a structure that mirrors the power and influence of the United States’ Senate.

Speaking ahead of his special seating with the Senators, Raila emphasized the need for a bicameral legislature where the Senate holds substantial authority, particularly in financial matters.

“The Senate must evolve into a robust institution that not only represents counties but also plays a pivotal role in shaping national fiscal policies,” Raila stated on Thursday, May 22, 2025.

“The Senate needs to play its role just like the National Assembly. We have countries with similar constitution structures that work very well. So, I would like to see our Senate work like that of the United States.”

 He argued that empowering the Senate would ensure a more balanced and effective governance system, where both chambers of Parliament have significant oversight and legislative responsibilities.

“By strengthening the Senate, we are not only promoting devolution but also ensuring that all regions have a voice in national decision-making,” Odinga remarked. He highlighted that a powerful Senate would act as a check on the National Assembly, preventing the concentration of power and fostering a more equitable distribution of resources.

The Finance Bill is one of the issues that Raila is set to address and has been a point of contention in Kenyan politics, with critics arguing that the bill imposes heavy taxes without corresponding improvements in public services. Raila has previously criticized the bill, stating that it unfairly burdens the middle class and does not spur economic growth.

“This bill traces and kills opportunities,” he declared.

In his address, he plans to outline his vision for a reformed Senate and propose amendments to the Finance Bill that would align with his objectives. He is expected to call for increased transparency in budget allocations and greater accountability in the use of public funds.

“We must ensure that every Kenyan, regardless of their county, benefits equitably from national resources,” he asserted.

He emphasized that a strengthened Senate would be instrumental in achieving this goal, as it would have the authority to scrutinize and approve national budgets with a focus on fairness and regional equity.
