Public Service Commission appoints new CEO

The Public Service Commission (PSC) has appointed Paul Famba as the new Secretary and Chief Executive Officer (CEO).

PSC in a statement issued by chairperson Anthony Muchiri on Wednesday, June 5, 2024, said Famba had been appointed for a period of five years with effect from August 1, 2024.

"The Public Service Commission has appointed Paul Famba as the Secretary/Chief Executive Officer of the Public Service Commission for a period of five years with effect from August 1, 2024," the statement reads in part.

Prior to his appointment, Famba was the Secretary of Administration in the Ministry of Interior and National Administration.

The commission says it made the appointment in exercise of its powers under section 15 (2) of the Public Service Commission Act.

Famba's qualifications

Famba holds a Bachelor of Arts degree from the University of Nairobi and a Master of Arts degree in Peace and Conflict Management from Kenyatta University.

"The Commission made the appointment in exercise of its powers under Section 15(2) of the Public Service Commission Act. Mr. Famba, who is currently the Secretary of Administration in the Ministry of Interior and National Administration holds a Bachelor of Arts degree from the University of Nairobi and a Master of Arts degree in Peace and Conflict Management from Kenyatta University," the PSC statement reads.

He replaces Simon Rotich whose tenure as Secretary/Chief Executive Officer comes to an end in July 2024. Rotich assumed the position on August 1, 2019.

PSC says Famba will bring a wealth of experience to the commission as a career administrator having served in senior government positions prior to his appointment.

He has previously served as Assistant County Commissioner, State Protocol Officer, Deputy County Commissioner and Director of Administration.

"The incoming CEO brings to the Commission a wealth of experience as a career administrator, having served in senior positions in the Government as Assistant County Commissioner, State Protocol Officer, Deputy County Commissioner and Director of Administration," the PSC chairperson said in the statement.

Famba was awarded the Moran of the Order of the Burning Spear (MBS) and Order of the Grand Warrior of Kenya (OGW) by President William Ruto in recognition of his outstanding service to the nation.

Candidates shortlisted

Famba was among the 11 candidates shortlisted on May 10, 2024, for the position.

Others were Brian Muithya Mutie, Judy Wangechi, and Irene Cherotich Asienga, Sylvester Odhiambo Obong'o, Mahat Osman Shale (PWD), Joan Machayo, Christopher Leparan Tialal, Bahati Keranga Mwita, Gababo Dido Jillo and Juliana Nashipae Yiapan.

Interviews were conducted between May 22-23.

PSC began the search for a new CEO on April 3 through an advertisement in the local dailies, with interested candidates being given until April 23 to submit their applications.
