Proposed law to establish Konza authority

A new Bill is has proposed the establishment of Konza Technopolis Authority to unlock potential of the multi-billion shilling project.

Konza Technopolis Bill, 2022 sponsored by Nominated Senator Gloria Orwoba seeks to establish Konza Technopolis and Konza Technopolis Authority responsible for administration of the project.

Proposed law, which is currently before the Senate Information and Communications Technology Committee, sets out a Board of Konza Technopolis Authority as well as members of the Board and staff that will be responsible for the smooth running of the Technopolis.

Bill creates Konza Technopolis Authority, which will be responsible for planning, development and management of the Technopolis and will be responsible for the formulation of a development plan that will  be reviewed at least once every 10 years.

Authority will also initiate the formulation of policies, strategies and plans for development of the Technopolis in consultation with relevant State agencies, county governments and other stakeholders.

Authority will also facilitate the development of industrial, commercial, educational, residential, recreational and related facilities and infrastructure in the Technopolis.

Bill further provides that the authority will also monitor and evaluate the development and performance of any project within Technopolis, facilitate construction of any works necessary for protection and preservation of natural resources within the Technopolis and facilitate specialised research and development in high technology in collaboration with relevant institutions.

According to Orwoba, the Bill states that a person shall not undertake an activity or render a service in the Technopolis unless the person has applied for and obtained a license from the Board.
