ODPP orders DCI to arrest Isiolo Governor Abdi Guyo over kidnapping
By Faith Lagat, September 5, 2025The Office of the Director of Public Prosecutions (ODPP) has released a statement announcing the impending arrest and arraignment of Isiolo Governor Ibrahim Abdi Hassan alias Guyo, and seven other individuals in connection with serious criminal offences.
The statement, dated September 5, 2025, outlines the details of the case and the ODPP’s directives.
The ODPP revealed that on June 16, 2025, the ODPP Machakos County received an inquiry file from the Directorate of Criminal Investigations (DCI) Kiambu concerning Isiolo Governor Ibrahim Abdi Hassan alias Guyo and seven others. “Owing to the matter’s significant public interest, the file was referred to ODPP Headquarters in Nairobi for independent and impartial review,” noted the statement.

Key facts
Following a comprehensive review of the file, the ODPP established several key facts. “On the material day, former Isiolo County Chief Officer of Health, Abdrahman Mohamed and 15 Members of County Assembly (MCAs) supporting the Governor’s impeachment at a hotel in Machakos County,” detailed the statement.
It further stated, “The Governor and his supporters later arrived at the venue and, acting on his instructions, forcibly disarmed and attacked Abdrahman. He was bundled into a vehicle and kidnapped.”
The press release highlighted the severity of the incident, noting, “The Governor threatened Abdrahman before ordering his entourage to move him to the Ruai Sewage area, where he was blindfolded, beaten, and abandoned.” During the ordeal, significant losses were reported: “Abdrahman lost a licensed Glock pistol with 15 rounds, an iPhone 16, and Ksh 70,000 in cash, and personal belongings.”
CCTV footage
CCTV footage played a crucial role in the investigation, as the ODPP stated, “CCTV footage from the hotel placed Governor Ibrahim Abdi Hassan alias Guyo alongside Abdullahi Jaldeen Rantiicha, Duale Boru, Abdiraahid Ali Diba alias Ngila, Abdilnur Dima Jillo, Ahmed Duale, Joseph Mvangi Komu and Yusufu Maina at the scene.
“Based on the presented evidence, the ODPP has taken decisive action. “Based on the presented evidence, the DPP has directed the DCI to apprehend and arraign all the above suspects to face charges of Kidnapping with Intent to Cause Grievous Harm and Robbery with Violence,” the statement declared.
The ODPP reaffirmed its commitment to justice, stating, “The Office of the Director of Public Prosecutions (ODPP) remains committed to executing its constitutional mandate in accordance with the law, public interest and administration of justice.”
