ODM party proposes Tanzania system of governance

Orange Democratic Movement (ODM) party has proposed that the country should adopt Tanzania’s system of governance, which has a president and a prime minister, with clear separation of powers.

 Party chairman John Mbadi said the history of imperial presidency in Kenya has ensured that the holder of the Office of the President is unaccountable and exceeded the constitutional limits.

 This according to Mbadi, who was giving the party’s position to the Building Bridges Initiative (BBI) task force was responsible for the tales of exclusion, impunity and rent-seeking.

 “This has turned this office into a trophy of conquest in every election with communities and regions endeavouring to win it by hook or crook,” he said.

 He added that this is one of the identified genesis of cyclic post-election violence in the country.

 “ODM, therefore, supports the dispersal of executive powers as recommended in the BBI report. We propose that the functions, powers and roles of the Executive be exercised as in Annex C,” he said.
