Interior Cabinet Secretary Kipchumba Murkomen has said that the government is shifting focus to fixing gaps in service delivery after concluding the Jukwaa La Usalama forums held across the country.

Murkomen explained on a X post on Friday, October 3, 2025, that the nationwide security and governance forums had exposed key challenges that Kenyans face, especially in accessing vital documents such as national identification cards.

“With the conclusion of our Jukwaa La Usalama tours across the country, our attention now turns to fixing the service delivery gaps we identified in the visits,” Murkomen said.

Addressing ID challenges

Speaking after assessing operations at the National Registration Bureau headquarters in Nairobi, Murkomen praised the commitment of officers handling the huge demand for IDs.

“I am gratified to note that our officers are working hard to meet the high demand for IDs and that security measures put in place ensure only the rightful people get the document,” Murkomen said.

The CS urged registration officers to maintain their pace to make sure no Kenyan is left behind. He also announced plans to launch a major registration exercise targeting counties that have historically faced low ID registration.

“I urged the officers to sustain the momentum to ensure no Kenyan is left behind. To this end, we are embarking on a massive mobile ID registration exercise in 15 counties with low registration,” Murkomen said.

According to him, the initiative will correct long-standing inequalities that were caused by the now-abolished extra-vetting processes in some border counties.

New technology to speed up issuance

Murkomen also highlighted progress in reforms through the introduction of a live capture system that has been piloted in parts of the country.

“The introduction of the live capture system, which we have been piloting, has drastically reduced the time taken to process IDs. To speed up issuance across the country, we shall soon deploy the machines in all 1450 wards,” he explained.

The government hopes that by rolling out the new technology alongside the mobile registration exercise, delays and backlogs in the issuance of IDs will be a thing of the past.

Murkomen stressed that the reforms are aimed at ensuring fairness and efficiency in service delivery, adding that every Kenyan deserves equal access to national documents without unnecessary hurdles.
