Murkomen defends Ruto’s directive on promotion of police officers above 50

Interior Cabinet Secretary Kipchumba Murkomen has defended President William Ruto’s latest promotion directives in the National Police Service.

While addressing the challenges facing the law enforcers, the Jukwaa la Usalama report was launched on Tuesday, December 2, 2025, at State House, Nairobi. Ruto said that all police officers aged 50 and above who are still in the rank of constables will be promoted, citing the passage of time and the need to improve their retirement package.

Police promotions

Speaking separately in a local TV interview on Tuesday, December 2, 2025, Murkomen said it is only fair to promote officers in the 50-year age bracket, adding that by the time an officer attains the age of 50, it means he has served as a constable (the lowest rank) for 20 years.

”By the time you are 50 years old and are still a constable, it means you have been there for at least 30 years. It is only fair that you at least move one rank as you wait for your retirement,” Murkomen said.

In his Jukwaa la Usalama report, Kipchumba Murkomen also highlighted President Ruto’s further directives. In the latest presidential orders, all police officers in the rank of constable who are aged 50 years and above are to be promoted.

The IG will also issue promotion guidelines for other ranks in due course. On matters of police transfer, the directives say no officer will be transferred within one year of a previous transfer without considering their social situation.

Improving police welfare

Equally, no officer will serve in an operational area for more than 3 years. Officers who are aged 50 years and above are to be transferred closer to home.

To improve mobility in the Police Service, President Ruto announced that the government will procure 3,000 motor vehicles with more emphasis on electric vehicles to address inadequate fuel allocation and aid environmental protection.

At the same time, the National Government Administration Police Unit (NGAPU) will be operationalised by staffing it with 1,860 officers at the start and increasing progressively.

Meanwhile, to improve correctional and rehabilitation services, the Interior Ministry is directed to develop a Correctional Services Bill and Probation Services Bill in the next four months. All inmates will also be registered with the Social Health Authority (SHA).
