Interior CS Kiphumba Murkomen has warned against the attempts to disrupt the Thursday, November 26, 2025, by-elections across the country, stating that the security personnel will be on high alert.

Speaking on Wednesday, November 26, 2025, in Kasipul, Homa Bay Constituency, the CS urged women and vulnerable groups to come out in large numbers and cast their votes, assuring them that their security will be taken care of.

Police protection

“I want to assure you that the National Police Service and the security apparatus are on high alert to protect you and enable people to exercise their democratic rights,” he told the press.

“We want to assure women and other vulnerable groups that we have put in the necessary security measures so they can go about their business safely,” he added.

The CS’s stern action also extended to individuals seeking to disrupt the process.

Murkome put on notice individuals and groups keen on disrupting the electoral process, cautioning that all people found aiding or abetting the crimes will be met with dire consequences if nabbed.

According to Murkomen, the police are in possession of an intelligence report of groups involved in ferrying and facilitating the movement of the goons to instil fear and disrupt the process.

Warning to goons

“We have people going around to hire goons, be it in Siaya, Mbeere, Malava, or Magarini. I want to warn them we will take stern action against financiers, planners, transporters, and people involved. People intending to intimidate voters or spread fear are potential terrorists. And we will take legal action,” he added.

In a direct address to the residents of the volatile Kasipul, Murkomen forewarned them to expect a huge presence of police, revealing that some areas of the by-elections had been deployed more security than others.

“If you see a heavy presence of police patrol, it is for your own good. They are there for your protection, and we want to forewarn the people that there are cases where you will see a heavy presence of police. They will be there to ensure you exercise your rights,” he stated.
