Mudavadi attends joint ministerial meeting in Harare over situation in DRC

Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi is in Harare, Zimbabwe, to attend a joint ministerial meeting of the East African Community (EAC) and the Southern African Development Community (SADC) on the security situation in the Eastern Democratic Republic of Congo (DRC).

In a statement on Monday, March 17, 2025, the Director of Press Service in the Office of the Prime Cabinet Secretary and Ministry of Foreign and Diaspora Affairs Jacob Ng’etich is set to co-chair the meeting.

    “Mudavadi will co-chair the meeting alongside his counterpart, Prof. Amon Murwira, the Chairperson of the SADC Council of Ministers and Minister for Foreign Affairs and International Trade of the Republic of Zimbabwe,” Ng’etich stated.

    Mudavadi is accompanied by Cabinet Secretary for Defence Soipan Tuya and other senior government officials from the country.

    The meeting is a follow-up engagement under the Dar es Salaam resolutions of the joint summit of the Heads of State and Government held on February 8, 2025.

    Ng’etich says the meeting is set to create a comprehensive plan for peace that focused on the root causes of conflict in eastern DRC and set the process for the transformation of the political climate within the DRC.

    Before the meeting in Harare, Mudavadi chaired a joint ministerial meeting of EAC foreign and defence ministers on the security situation in DRC.

    M23 factor

    The meeting in Harare will factor in a new development in the peace process, where the M23 armed group, which has taken control of large areas in eastern DRC, announced that it was sending a delegation to Angola for peace talks with the Congolese government.

    The talks will kick off on Tuesday, March 18, 2025, in Luanda, the capital of Angola, where the African Union has appointed President João Lourenço to mediate the conflict.

    Lourenço’s office previously stated that it was facilitating direct dialogue between the M23 and Kinshasa’s leadership.

    “The Congo River Alliance (AFC/M23) informs the public that it is sending, this Monday, March 17, 2025, a delegation of five people to Luanda, capital of Angola, to take part in direct dialogue at the request of the Angolan authorities. The AFC/M23 reiterates its deep gratitude to His Excellency President João Lourenço, President of the Republic of Angola, for his tireless efforts towards a peaceful resolution of the ongoing conflict in the DRC,” M23 spokesman Lawrence Kanyuka said on X
