A National Assembly committee wants a comprehensive audit of all donor funds at the county level and conditional grants before the enactment of the County Allocation Revenue Bill for financial year 2020/21.

Budget and Appropriations Committee chaired by Kieni MP Kanini Kega also wants an Ad hoc committee to be constituted to review and develop allocation criteria of conditional allocation and identify areas that may require intervention of the national government to address specific needs including challenges occasioned by climate change.

“A special audit of all conditional grants be undertaken in order to guide future allocations, allocation criteria and the necessity for continuation of such grants,” adds the report.

The total government funded conditional grants amount to Sh30.24 billion out of which Sh4.3 billion is for transforming health systems for universal care project, Sh4.26 billion is for National Agriculture and Rural Inclusive project, Sh7.1 billion for the Kenya Development Support project, Sh6.3 billion for the Kenya Urban Support Projects.

Others are Sh900 million for the Universal Healthcare in devolved system program.

Sh216 million from the European Union to go towards instruments for devolution advise and support, Sh3.4 billion for water sanitation development project, Sh652.6 million for the agricultural sector, Sh528 million for the water Tower Protection and Climate Change Mitigation and adaptation program and Sh300 million for drought resilience programme.

In its report on the bill tabled yesterday, the committee also wants a legislation to be put in place on how to handle delays in the passage of any of the annual revenue bills.
