Maraga calls for mass turnout as IEBC resumes continuous voter registration

Former Chief Justice David Maraga has urged Kenyan citizens eligible to come out in their numbers as the Independent Electoral and Boundaries Commission (IEBC) resumes the continuous voter registration exercise across the country.

Taking to his X account on Monday, September 29, 2025, the retired CJ also revealed that he will be visiting several voter registration centres in Nairobi County, further urging the younger generation to participate in the exercise.

”The big day is finally here! Together with a section of our youth, I will be visiting registration centres in Nairobi County as we advocate for voter registration. I urge you, especially young and new voters, to come out in large numbers to register,” Maraga said.

Maraga’s message to the Kenyan youth comes days after he launched a campaign aimed at adding 5 million new people to the voters’ register ahead of the 2027 general election.

On Tuesday, September 23, 2025, the former CJ, who is also eyeing the presidency, said the ‘Ballot Revolution’ drive would start in Mombasa County on Wednesday, September 24, 2025, before spreading to all the remaining 46 devolved units in the country and the diaspora.

”We are pleased to launch the People’s Ballot Revolution campaign, which aims to add 5 million new voters to the voters’ register. The launch starts in County 001 (Mombasa) on 24 September. We shall traverse all 47 Counties plus the Diaspora! Your contribution to this voter registration campaign will be deeply appreciated,” Maraga said via his X account.

Services offered during continuous voter registration

Meanwhile, the IEBC has educated the public on the key aspects of the continuous voter registration scheduled to commence on Monday, September 29, 2025, across the country. Taking to X on Saturday, September 27, 2025, IEBC said the scheduled exercise is provided in the 2010 Promulgated Constitution as a voter’s right and requirement.

“What is Continuous Voter Registration (CVR)? Voter registration is a continuous enrolment of voters into a register. Article 88 of the Constitution requires the Commission to carry out continuous registration of citizens as voters and regular revision of the voters’ roll. Your Vote, Your Future,” IEBC said.

At the voter registration station, different services are offered during the process:

  1. Voter registration
  2. Correction or update of voter details
  3. Transfer of voter registration to a new electoral area and
  4. Verification of voter details

For one to be eligible to register, the following requirements are mandatory:

  1. Kenyan citizens 18 years and above
  2. Possess a valid Kenyan Identity Card (ID) or a valid Kenyan Passport
  3. Not registered before as a voter
  4. Not convicted of an election offence in the past five years
  5. Not declared to be of unsound mind

The continuous voter registration kicks off ahead of the Thursday, November 27, 2025 by-election as confirmed by the IEBC.
