Malala lays down DCP’s demands over presidential vote tallying to IEBC
By Luke Oluoch, December 8, 2025Democracy For Citizens Party Deputy (DCP) leader Cleophas Malala has urged the Independent Electoral and Boundaries Commission (IEBC) to designate polling stations as the primary and final tallying centres for presidential results ahead of Kenya’s 2027 General Election.
Speaking during the IEBC’s Stakeholder Engagement Forum on Monday, December 8, 2025, Malala stated that the approach would reduce opportunities for interference and enhance transparency.
Polling station
“As a party, we are proposing that during the presidential elections, the tallying should be done and end at the constituency level for the presidential election. The issue of wanting to tally 44,000 forms 34 As at Bomas is what brings tension to the country.
“We want the returning officers to announce the final results at the polling station so that the IEBC chair only computes from the 290 forms for the presidential elections,” he stated.
According to Malala, the electoral process would be faster and more efficient when the polling station acts as the final tallying centre.
Malala further voiced the need to include reforms in the procedure of vote tallying. He also highlighted the need to accord agents of various political parties time to verify before signing the Form 35B from the resultant polls.
Citing a case in the concluded Malava by-election, the politician implored the commission to avail ample time to party agents to verify the results projected by the independent body against their numbers.

“Our parties’ chief agents need to be given time to verify numbers and be convinced of what they are proceeding to tally. Those are like 2000 entries and need to be verified. We need to have physical copies, and they ensure that their computation and totals are correct,” he added.
Huge responsibility
He reminded the commission that it bears a huge mandate as an electoral referee, emphasising that their role remains key in ensuring the country remains peaceful after the elections.
“You are the fabric holding this nation together, and if you dare compromise that responsibility, you will tear this country down into lawlessness,” he stated.
