Kisumu Finance executive Nerry Achar to fight removal plot

Kisumu Finance executive Nerry Achar is set to appear before a County Assembly select committee to defend himself against impeachment. 

The Assembly constituted a 16-member Panel on Tuesday to investigate the CEC over allegations of gross misconduct, incompetence, abuse of office and violation of the relevant laws in discharging his duties.

Achar is expected to face the committee within seven days to prove his case on the basis of the raised claims in the impeachment plan. Members of County Assembly (MCAs) passed a vote of no confidence against him, citing various offences.

They unanimously endorsed the move to impeach the county finance chief with 36 Ward representatives voting for his removal and eight against. A motion on impeachment was moved in the House by Kolwa East MCA Steve Owiti. He sought for removal on grounds that the finance CEC was not fit to handle the docket. 

He said Achar had failed to implement the County Finance Act by not collecting requisite revenue, leading to budgetary deficits in terms of locally generated revenue.

However, some MCAs opposed the impeachment plan, terming the move a political witch-hunt. Kondele MCA Joakim Oketch said there was no sufficient evidence to prove the allegations against the finance CEC.
