Kingi announces death of Senate Liaison Office Director Brighton Buchere
By Faith Lagat, November 24, 2025Senate Speaker Amason Kingi has expressed profound shock and grief at the untimely death of Philip Brighton Buchere, the Director of the Senate Liaison Office (SLO) and chair of the Parliamentary Service Commission Staff Disciplinary Committee.
In a statement on Monday, November 24, 2025, Speaker Kingi said: “I have received with profound shock, grief and pain, the news of the untimely demise of Dr Philip Brighton Buchere, the Director, Senate Liaison Office (SLO), and chair of the Parliamentary Service Commission Staff Disciplinary Committee.”
He recounted Buchere’s distinguished career at the Parliamentary Service Commission, which he joined in 2013 as Director, Curriculum Development, Training and Research at the Centre for Parliamentary Studies and Training (CPST), before moving to the Senate Liaison Office on April 15, 2021.
“In the various portfolios he held at the PSC, Dr Buchere pioneered many innovative and progressive programmes that enriched service delivery, drove work output, and promoted the Senate’s engagements with all its stakeholders,” the Speaker stated.

A humble and visionary leader
Speaker Kingi described Buchere as “a humble and joyful team leader” who will be fondly remembered by the staff and leadership of Parliament “for his charisma, intellect, and selflessness.”
On behalf of the Senate, he conveyed heartfelt condolences: “On behalf of the Senate of the Republic of Kenya, I convey our most heartfelt condolences to Dr Buchere’s family, friends and acquaintances for this irreplaceable loss and pray that God grants them grace and fortitude to bear this immense loss. RIP Daktari.”
The Council of Governors echoed the grief in a separate message signed by Chairperson Ahmed Abdullahi: “It is with profound sadness that the Council of Governors has learnt of the sudden demise of Dr. Philip Brighton Buchere, the Director of the Senate Liaison Office, a gallant Devolution champion and a true friend to the 47 County Governments.”

Bridging national and county governance
The CoG highlighted his pivotal role in intergovernmental relations: “Dr. Buchere played a pivotal role in the recently concluded Devolution Conference 2025; working tirelessly to bring together key stakeholders, including rallying the Senate to actively participate and contribute to this critical national engagement.” He was also “among the first officers to initiate the inaugural meeting aimed at strengthening collegial relations between the Council of Governors and the Senate.”
The Council described his passing as a major loss: “His untimely passing has robbed us of a humble yet astute leader who held great ambition for the Senate, the 47 County Governments, and the Devolution agenda at large.”
They vowed to miss “his calm demeanor and wise counsel on various Devolution matters” and to “forever honour his invaluable contribution to the preparation and successful delivery of the Devolution Conferences of 2023 and 2025.”
Extending sympathy, the CoG stated: “On behalf of the Council of Governors and the 47 County Governments, we extend our deepest condolences to his family, friends, relatives, and colleagues in Parliament. May our prayers bring comfort and strength during this very difficult time.”
