Kindiki rated best-performing CS as Linturi ranks bottom – Infotrak

Interior Cabinet Secretary Kithure Kindiki has yet again been ranked as the best-performing CS in the President William Ruto-led administration.

According to a survey released by Infotrak on Monday, June 10, 2024, Kindiki emerged as the top CS after scoring a B plain of 60 per cent in addressing matters affecting Kenyans.

Kindiki tops in communication

In the Infotrak survey that assessed the performance of various Cabinet Secretaries since their assumption of office in October 2022, Kindiki ranked at the top in communication, competency and service delivery.

The study also ranked the cabinet secretaries on how they are communicating to Kenyans on what their offices are up to, and Kindiki scored 61 per cent to emerge at the top in this category as well.

Kindiki scored a 60 per cent rating on matters of competency. Kindiki scored yet again a B of 61 per cent on the issue of success in improving how things are done in their ministries.

Ababu Namwamba

Kindiki was closely followed by his Youth and Sports counterpart Ababu Namwamba who scored a C of 52 per cent in addressing issues affecting Kenyans, with a C score of 52 per cent in communicating with Kenyans, and a C of 52 per cent on issue of success in improving how things are done in their ministries.

Aden Duale (Defence) came third with 50 per cent while Eliud Owalo (ICT) and Soipan Tuya (Environment) tied with 49 per cent.

Linturi ranks worst

The survey has also ranked Agriculture Cabinet Secretary Mithika Linturi as the worst-performing cabinet secretary.

In the survey, Linturi scored 38 per cent, which translates to Grade E.

According to Infotrak, 33 per cent of respondents voted Linturi as very poor, 30 per cent voted him poor, 23 per cent(average), 10 per cent(good) and four per cent(Excellent).

Linturi is the only CS who scored E, with most of his colleagues scoring D.

The quantitative interviews were conducted through Computer Assisted Telephone Interviews (CATI).

The survey achieved a sample of 1700 respondents to represent the universe of adult Kenyans who were 18 years and above at the time of the survey.

This, is, however, not the first time Linturi is being ranked poorly.

In May 2024, Tifa polls showed that Linturi scored an E of 25 per cent, having been considered the most responsible for the poor quality (if not "fake") of subsidized fertiliser, with more than half (53 per cent) of those respondents aware of the programme blaming him.
